Massachusetts law enforcement rescue doggy chained to rod and remaining to drown in incoming tide owner arrested

A Massachusetts male has been arrested just after law enforcement rescued a puppy that was chained to a steel rod on a shoreline and left to drown in the incoming tide previous week, authorities said.

The investigation began following Trooper Carlo Mastromattei responded about noon on Aug.29 to a report of an abandoned dog tied to a pole alongside the shoreline at Short Seashore in Revere, law enforcement reported.
